FORMAT

36 holes of stroke play for both team and individual competition.

STARTING TIMES

Twenty groups of three will play from tees 1 and 10 using consecutive times beginning at 7:00 AM. The afternoon round will begin at 12:00 PM. Pairing sheets will be distributed at the coaches meeting on Sunday evening, May 11, 2003.


NOTE: It is the player's responsibility to be at the assigned tee on time. Players will not be paged. The "Note" in Rule 6-3 is adopted. All players MUST be at the assigned teeing ground ready to play when the first player in their group is announced for starting. Late players are penalized two strokes if they are not at their assigned teeing ground ready to play, within five minutes. After five minutes, players are disqualified.

The following motels are all a short distance from the tournament site. All prices are for 2 people with 2 beds per room.

RULES OF PLAY AND RULES OF CONDUCT

A. The Northern California Community College Championships will be governed by the 2000-2001 USGA Rules of Golf and its Decisions under the direction of the Northern California Golf Association. Local Rules will be given to the players by the starters at each tee as well as hole location sheets and their scorecards.

NOTE: The advice rule (Rule 8-1) DOES NOT pertain to coaches. However, there can only be one designated coach per team and individual that can give advice and he may do so only if he does not interfere with any other player in the tournament. Coaches identified to give advice are restricted from the putting surfaces and all hazards during the stipulated round.

B. The California Community College Code and Golf Supplement will govern the conduct of the players and coaches during the day of the tournament. Coaches are responsible for knowing these rules. Violation of these rules usually results in disqualification of the offending party. John Perkins will head the committee handling protests in this area and will work with the NCGA.

CARTS AND CADDIES

Each player shall walk and carry his own bag of clubs throughout the championship.

NOTE: Only tournament officials will have the use of golf carts. Coaches and spectators are prohibited from using golf carts.

PRACTICE

No practice or competition rounds shall be played on the course during the two full weeks prior to the championship, except for the home team. However, there shall be no practice of any kind on the course during the two days prior (48 hours) to the event. Individuals who violate this provision shall be disqualified from all or any further play. Violators found after the completion of competition shall be declared ineligible and their participation shall be forfeited.

NOTE:

(1) Kings River Golf & Country Club is making their course available after 4:00 PM on Sunday, May 11th to walk around and view the course. During the walk-around Teams/Individuals must be accompanied by a coach or other school official and must be dressed in the proper dress code. Players may not have in their possession golf balls or golf clubs of any kind during the walk-around. Violation of this rule results in disqualification from the championship.

WALK AROUND MUST START ON HOLE #1.


(2) Only the practice putting greens can be used between 5:30 PM and 7:00 PM. The driving range is not available.

DRESS / FOOTWEAR

Participants shall dress in long legged slacks or solid colored shorts, according to course regulations. Shirts, with collars, must be tucked into pants. (No denim slacks).

NON-METAL SPIKES ONLY. THE USE OF METAL SPIKES WILL RESULT IN DISQUALIFICATION.

SUBSTITUTIONS

Following the start of competition there shall be no substitutions.

SPECTATORS

Spectators are allowed on the course; however they must remain on the cart paths or in the rough. They will not be permitted to walk or talk with the competitors during the round and must follow the club's dress policy. Golf carts are not available to spectators.

SCORING

A. The team championship shall be determined by totaling the lowest five of six players' scores for each 18 holes of the 36-hole competition.

B. The individual champion shall be decided by the participants with the lowest cumulative scores for the 36 holes. All participants are eligible.

C. Each player is responsible for his/her own scorecard. After each round the player's marker shall sign the card and hand it to the competitor. The competitor has the sole responsibility to sign the card and surrender it to the committee immediately at the conclusion of his round. The card is not to be held or delayed by other team members or coaches.
Breach of Rule 6-6b - Disqualification.

D. When ties occur, the winners shall be determined as outlined in the COA Golf Supplement (Section 11.051-D).

1. Team Ties: A 1-to-3 hole sudden death playoff will be held, calculating the best five scores after each hole. The first team to win a hole in this manner is the winner.

2. Individual Ties: The winner will be determined using the same format as used to determine the winner of team ties.

Note: The playoffs will begin immediately following last score posted. The Committee will announce the exact time and the note under Rule 6-3 is in effect.

CLUBHOUSE/FOOD AND BEVERAGE

The Clubhouse is closed on Mondays; however only lunch will be available for players, coaches and the committee. Lunch will not be available to spectators. Spectators will have to either bring their lunch or travel into town.

DRIVING RANGE - IRONS ONLY

Balls will be provided for teams and individuals. The driving range will be divided up and identified so each team and all individuals have a place. Driving range not available prior to second round.

COACHES GOLF

Coaches will not be permitted to play Kings River GCC. Only the 60 student-athletes will be permitted to play.

COACHES MEETING

All coaches will meet at Kings River GCC, Sunday evening, May 11th at 6:00 PM. During the meeting the NCGA (Roger Val) will review the Local Rules, hand out pairing sheets, as well as any other material, if necessary.

ENTRY FEE

There will be an entry fee of $20.00 per player or $120.00 per team to the schools entering a team or individual in the championship.

PROTESTS

A. Protests of the USGA Rules of Play will be acted upon by the NCGA Committee headed by Roger Val.

B. Protests of possible violations of the rules of the Community College Code or the COA Golf Supplement will be acted upon by a committee headed by John Perkins of the California Community College Golf Coaches Association.
